union — an optional activity may never run, so nothing may reference it or wait on
it via Run.After().
Safe carries whether the backing activity definition is allowed in public playbooks.
It is a type parameter rather than an intersection so TypeScript still renders this as
ManualActivityReference<…> in "property does not exist" errors, instead of leaking an
intersection with the marker type into every such message.
